make sure there are more jobs in the private sector and in the northeast what we do see which is worth while is creating 200 new jobs attaching up to 500 new jobs. the leader corp. and extra 300 jobs and an extra 2 dobbs. there are half a million more private-sector jobs compared with the last one. recognize we need to do more which is what the work program is all about. >> i congratulate my friends. heart of the prime minister's government deeply worrying. the defense secretary had access to top officials in military and foreign governments funded by undeclared private donations listed by him. yet the prime minister knew nothing about these goings on for 18 months. how did he allow this to happen? >> i agree with the gentleman. this is an important and serious issue. that is why i set up a full and proper inquiry by the cabinet secretary and produce that report and the report has been published in full and i do think it has worked. as you recognize that in this case the secretary of state recognized it made a mistake, acknowledged he broke the ministerial code and resigned. that is not something that always happens in the last 13

years. >> mr. speaker, this week of all weeks show some humility. [shouting] >> we still don't know the full facts about this case, about the money trail, about who in the government -- it is becoming clear that there are a network of individuals, some with close links to the conservative party and other members of the cabinet. given that he says he knows nothing about the arrangements of the former defense secretary can he give this house a categorical guarantee that over the last 18 months, no other government minister has been engaging in similar activities? >> i think we should have a little bit of humility from the people who gave us tabs for

higher, mortgages for nations, clearing opponents, good day is for very bad news. these are the questions he was supposed to ask last week. i have some advice. if you going to jump on a bandwagon make sure it is still moving. mr. speaker, no answer to the question we want answered. this is the prime minister, a pattern of activity with him. he doesn't ask the tough questions of those around him than when anything goes wrong is nothing to do with him. what did he say in the ministerial poser he published? he said it is not enough simply to make a difference. the we must be different. in the last three months we have seen his defense secretary

resign in disgrace and his spin doctor arrested. is that what he meant by being different? the gentleman failed to notice that ministry question is resigned. just a bit late. >> will my friend the agree that at a time when -- [shouting] -- at a time when the governor of the bank of england said we are facing possibly unprecedented economic crisis it is a good thing this country is still committed to getting our debt under control and retaining credibility in the market?

>> people could listen to what the governor of the bank said. the low level of sterling and credible plan to reduce the fiscal deficit over the medium term we are on track but the problems in the euro area and have lengthened the period over which return to normality is likely. that is what we face in this country but means we should stick to the plan of dealing with our debt and deficit and if we listen to the party opposite and add twenty-three billion pounds to the deficit this year it would not be greek economics but freak economics. >> the prime minister has acknowledged that there was collusion in the murder of pat ken duke of. does he accept to get to the bottom of that we need to get to the top? does he recognize many of us lack confidence that even an eminent lawyer is going to do that? will be reflect further on the

misgivings expressed by the family on the irish government? >> i understand the skepticism of the hon. gentleman and there was great skepticism by many at the time of the inquiry about whether if that would get to the truth. what matters most of all is the intent of the british government in uncovering what happened and being frank about it and acknowledged in apologizing. that is what we're going to do. you don't need an open-ended inquiry to achieve that. to those who are skeptical it will go on being skeptical. have an open mind and i believe we can deal with this issue properly. marching forward. >> will the prime minister join me in congratulating council on 20 years and more and more affordable housing on the ground zero sites but recognize there a anxiety that the first draft of the new national planning policy framework could render them powerless in the vital and treasured green's bases which

are being deliberately -- [shouting] >> i am not making changes to protections and ensure we can discuss that with the planning minister. i congratulate all local councils to get on and build a badly needed houses we need to house the homeless and deal with overcrowding and i'm sure he will welcome the announcements that have been made and we have been working closely to make sure we use money from the right to buy to build more social housing so we end a scoundrel of overcrowded housing. >> thank you and your staff have been put on record for the home secretary and all sides of the house for hillsborough families. will the prime minister acknowledge the statement that 22 years too long to fight and

it is proven that the cover-up despite two decades passing just to prevail and so really responsible for the hillsborough disaster should be brought. >> let me say to the hon. gentleman that promised the time for his debate would be properly protected and the house would have time to debate which it did and this week i can tell him we are going to listen up those papers and publish those papers as we promised so people can see what was happening. i would say it is important to remember the taylor inquiry was the proper and thorough investigation. it lead to changes in the way we manage and arrange football in this country. it was a national tragedy and i am sympathetic to the families of the victims and i am sure there are regrets for all the institutions involved including the government. >> the prime minister has given his backing to national heroes

they. imagine hundreds of schools taking part celebrating inspirational role models and arranging money to help the heroes. >> i am pleased to do that. i am a fan of help they heroes. a remarkable story that the charity has grown. i have seen myself the extraordinary efforts they made where they built this extraordinary swimming pool used by so many people who are recovering from their injuries in afghanistan and elsewhere and i see the support of my friends. >> last week we heard unemployment was at its highest level, retail private installations since the last conservative government. >> the measure of inflation we all recognize. last time cpi was this high was

in 2008 when he was in government. that is quite a point. of course inflation is too high. principal reason for inflation being southern half of food prices, fuel prices, depreciation of the sterling and there was an effect from the increase in the 80 when he increased it in 2010. the reason for increasing it is to get on top of the record deficit. >> we have the highest inflation of any country apart from estonia because of the mistake he made including decisions he made on that. the evidence mounts that is not working and he refuses to change course. last week we heard his flagship national insurance team had worked. let me ask about his flagship

regional growth fund which was 16 months ago. can he tell us how many businesses have attached this feat? >> let me put it right on this issue. it is important. one of the reasons why britain has such a difficult situation with inflation is we had the biggest food and the biggest bust of any european country. the regional growth fund is going to be distributing billions of pounds of money right across the country and is a worthwhile thing to be supporting. >> i don't think he knows the answer. mr. speaker, lots of press releases about the regional growth fund. 22. how many businesses are held the last 16 months? two businesses. two businesses in 16 months. how many businesses have gone

bankrupt in that time? 16,000. what greater example could there be of the way the government's plan is not working? 18 months of his economic experiment and what has he got to show for it? more people losing their jobs and more businesses going up and inflation going through the roof and all we have got is a prime minister who is out of touch. because all he wants to do is talk down the economy. [shouting] >> won't mention there are 3,000 new businesses that started. there are half a million people who have jobs didn't have them at the time of the election but the big question for the right hon. gentleman if he doesn't like our plan, where is his plan?

we don't know! we know his plan to deal with our debt -- organized their king is not -- >> the prime minister's answer must be heard. >> his plan is to add twenty-three billion pounds to britain's deficit this year and 1 hundred billion pounds to the deficit by the end of parliament. there's not one single country in europe that would have such a crazy thing. crazy plan that you deal -- >> order! we are grateful to the chancellor for his advice via apply to the house as a whole. the house as a whole must calm down. >> the problem is it was his advice that got us into this mess in the first place. when is he going to learn? there is not a single country of europe that makes you deal with

your debt by adding to your debt. that is why no one listens here or in europe. >> yesterday a report was published in mysterious failings by the police to protect the young woman who was murdered by her violent partner. will the prime minister agree with me that it is imperative that all police forces have the politics and training to protect women from violent men? >> absolutely agree with my hon. friend. the point she makes is an important one because some police forces made huge steps forward and how we dealing with domestic violence but not all have and we have to spread that practice and recognize that right across the country. >> the association of college principles has announced the largest call since 1999 despite

the abolition of e.m. he. this is a tragedy the government is making that directly -- what is the prime minister going to do to set it right? >> this shows that some enrollment has gone up and if you look at our replacement for e m a it is a well-founded team that will be much better targeted on those people in need and the people who really need the extra money will get more. >> families in the country are facing higher fuel bills and there's a vested interest by the big fuel companies not to allow competition into the market. i ask the prime minister what exactly he is doing to bring more competition. >> one thing we're doing is insisting the big states make more of their energy available into a pooling arrangements the

new businesses come in to industry. the last government abolished the people in arrangement. we don't need to ask who the energy secretary was during that government. we are looking at him. >> given the importance of carbon capture and storage, and also technology to help balance the economy will the prime minister translate words into action to ensure the organic demonstration project goes ahead? >> i can say the funding we will set aside is still there and will be made available. clearly the team is not working the way they intended but the money and support from the government for this vital technology is there. >> given the huge savings by the cabinet across government, the huge financial risk on

structural reorganization would it not be better if politicians learned to manage more even if government tried the latter easier or more interesting? >> my friend makes an important point and let me pay tribute to the gentleman who does this patient work and doesn't always get recognized. we reduced management consultants by 70% saving eight hundred seventy million pounds that span four ninety million pounds on temporary labor and $400 million less on marketing and advertising and 18% reduction. these are serious changes to cut the cost of central government and make sure -- none of these things were done over the last couple years. >> before the election the prime minister claimed anyone caught carrying a knife could expect to

go to prison. 40% of micron is carried out by those under 18. one of deliver on that promise? >> we are doing something the last government failed to do which is to create a mandatory sentence for adults who are caught with live to make sure that happens. >> and robindale. >> the british people are crying out a referendum on the future of europe. will you please make history and follow the example of great prime ministers like winston churchill and margaret thatcher and give the british people the chance to vote on our future with the european union? >> i am understand and share the frustration many have about the way the european union goes about its business, about the bureaucracy but i think the key focus is to get on top of the

e.u. budget, make sure the market is working. we are committed to the return from westminster from brussels and also committed as a government that if power passes from brussels there would have to be a referendum. that is good for the whole of this parliament and beyond but i don't support holding a referendum that is not our policy and i'm will not be supporting that motion. >> we are all aware of the bravery and courage of our armed forces that served in afghanistan. last november ranger mccormick from my constituency died in helmand province. he wasn't one of many who paid the highest price to defend freedom. his commanding officer said today there's a gap in our ranks which no ordinary man can fill.

we mourn his loss. will the prime minister ensure better refusing to the way the ministry of defense prepares so that families will see that the entire nation recognizes the sacrifice and selflessness of these brave men and women? >> i will look carefully at what the hon. gentleman says that perhaps arrange a meeting with him and the minister for our veterans in these affairs. that would be a good thing to do. let me just say again i have the highest regard for the professionalism and courage and dedication of our forces. we pay a higher price in afghanistan and iraq for what we had to do and i think the whole country in contrast to what he says, recognizes and feels that very strongly and looking for new ways to recognize one armed forces are do. that is why there's strong support for help the heroes and

strong support for homecoming parades or lists of honors for the military covenant and old those things. we should go on looking at what more we can do to recognize their service and sacrifice. >> inaccurate reporting about the european director that supplies to diabetics of insulin, many such people are fearing for their lives. this is not the case the department of transport that will determine whether or not somebody loses their license. will the prime minister make its position clear. >> i will certainly try to do that. i understand my hon. friend's concern which is shared by many diabetics across the country. you want to be able to go on driving as freely as they have in the past. i reassure my hon. friend

relatively few incidents will lose their license as a result of this directive. this is going back to the european commission to check its understanding of the interpretation of the minimum standard of this directive. as we all know on all sides of the house on too many occasions departments don't make directives. it can't be said too often that we should stop it. >> we learned the british airports authority to sell edinburgh airport will the prime minister agree it is important to the economy that we have as many direct international routes and services as possible? why does he not listen to the views of four major airports in scotland who wish to see the the evolution of air passengers? >> we will listen carefully to these arguments. most important thing is the investment goes into the infrastructure of our airports and edinburgh airport has superb facilities going on being improved but in terms of that,

listening to those arguments. >> does the prime minister agree with me that the education system a few weeks ago while performing private schools should -- we should go further and encourage them? >> my hon. friend makes an excellent suggestion. this should be a cross party initiative. i pay tribute to lord adonis who has made some important speeches. there's an opportunity for independent schools like wellington and dollars college to sponsor in the state sector. we can see the breaking down of barriers between independent and state education. this is a great way forward and should have party support. >> mr. speaker, a change in the national target regime and

emergency service in disarray. to wait for an ambulance, the response time -- the police switchboard is in meltdown. what reassurances can the prime minister give then there won't be a tragic death because of this failure? >> i look carefully at what the hon. gentleman says but about health funding, carrying out the twenty billion county efficiency statement suggested by the now shadowed health secretary. the difference between the policy is party supports and our policy is we're putting all those savings back into the any chess when the official labor position is increasing spending is, quote, irresponsible. we think it is irresponsible not to increase spending. >> thank you very much. david brown's engineering in my constituency have been in receipt of a growth fund

investment that will help to create jobs. does the prime minister agree with me that despite the opposite -- would he consider coming through that sector to the university in the spring? >> what a delightful invitation. >> i want to hear the prime minister's travel plans. >> what i look forward to our travel plans. what he managed to show is the opposition first questions are irrelevant and probably wrong. >> thank you, mr. speaker. my right hon. friend -- just isn't good enough. the fact is fewer people

carrying knives are going to prison under this government than the last. and other bereaved families of victims but breaking the promises he made that he would take a tougher approach. >> admiration for the campaign, it is incredibly brave when you suffered a loss in your own family to get out and campaign for change. not just change in the law but the way the police behavior and the way young people behave. she is a thoroughly good individual with a very great campaign. what we are doing under this government which the last government didn't do is have a mandatory sentence for knife crime. that will be our forthcoming bill. >> my right hon. friend joins me in supporting the royal college of language therapy, which is
